are hand-made cymbals supposed to be....filthy?

so i ordered a hand made wuhan 14" china cymbal off of amazon, and it arrived today. but it was just filthy! stained, spots, streaks, but it still sounds normal. but is this just because it was hand-made?

you should try contacting someone from amazon and ask them lol and if it isnt then get a refund and buy one from your local music shop, or you could just go to your normal music shop and see if theyre selling them and if theyres are clean or not or ask one of the staff there.
