good drums vs good cymbals?

i need some advice here...
either:
Pearl export and maybe some zildjian a series pack( 1.2k)
or
Mapex Pro M standard shell pack with black panther drum(http://www.musiciansfriend.com/product/Mapex-Pro-M-Standard-Shell-Pack-with-Free-Black-Panther-Snare-Drum?sku=483376)
with the hardware(240) and maybe zildjian zbt or sabian b8... which? battle of normal drum/ advanced cymbals or very nice drum and cheap cymbal.... should i get the nice drums since i could upgrade cymbals later?

i think what matters in a set depends on your taste, if u link the drums and cymbal battle like the brand, cymbals, and model then it could change my decision, and it is a hard one, but i like awesome cymbals, and decent drums, just tune them correctly and possibly replace heads, ur good
