Japanese marked pedestrian crossings. What's the point?

I'm confused about the black and white marked pedestrian crossings (not with signal/traffic lights). In the UK they're called "zebra crossings".

Even if I stand 1 meter into the road at a crossing; the cars don't stop and just swerve around me. Cars don't stop for children outside of schools either.

In the UK the law is "if a pedestrian even has one foot on the crossing then you have to stop and let them cross."

What's the point of them? What's the legal standing/status of them?

According to Article 38 of Road Traffic Law,,,,,,

a car MUST stop at odanhodou if there is a pedestrian crossing it. The fact that there are cars which do not stop at it despite of the law is that they are just not keeping the rules.

Besides, a car MUST NOT surpass another car within 30 meters of oudanhodou. It's also stipulated by Road Traffic Law.

Suppose there is an accident between a pedestrian and a car on oudanhodou, it's likely that it's going to be 100% fault of the car in subsequent legal procedure because oudanhdou is a place where pedestrian must be protected.

Addition:
Article 119 of Road Traffic Law says, if you violated Article 38, you will be sentenced up to 3 months in prison or fined up to 50K yen.
