What is the best beginners 5 piece Drum Set that is both of high quality and cost effective?

How much money do you estimate it would cost with all the cymbals and miscellaneous do dads I would need to get everything up and ready to play?

Something used would be cheapest and many times you can find a set with cymbals and all the hardware you need.

If you're going to purchase something new I'd recommend the Gretsch Catalina Jazz kit. Since you're asking this in the jazz section of Y!A I'm assuming that you'd be looking for a smaller bop kit. The kick drum on this kit is an 18" which is popular among jazz drummers. You can generally find this shell pack for around $500 new. This includes the kick, snare, 2 toms and hardware to set it up. You'll need to purchase cymbals and cymbal stands additionally which can get pricey. I'd say you could get this kit with cymbals for $750 or less if you shopped around.

Again, a used set that comes with cymbals and everything you need to start playing will be cheaper but may be more difficult to deal with.
