Jamaicans what does "wheel and turn me" mean?

Okay I'm listening to a song by The Wailers (Rude Boy, Walk the Proud Land, Rebel's Hop)

One of the lines is "now why u come wheel an' tu'n me fi go lick mi head on ya tambourine ah?

I am assuming "wheel and turn" means to play with someone's feelings by being indecisive...basically spinning the person in circles. Because latrer on they say "wanti wanti cyaan geti an' geti geti no wanti" meaning once you get it you don't want it anymore. But what does her hitting him on the head with the tambourine mean?
Part Admin...Well how do you explain "wanti wanti cyaan geti an getti getti no wanti" that to me refers to her wanting him then when she get him does not want him anymore. It was just the tambourine part that confused me
And if he was using poetic license I would have to disagree and say he ws using the dance to explain how she was makign him feel. Is he saying "nuh waan you come..." or "now why you come..."

It means ya confuse him
